Nope. 99% sure that you need to visit Kash to at least start the quest and talk to the guy on Talos for "authorization"

I can't point to a specific post, but Im almost positive people have tried to do as you said, and it doesnt work.

aye you cant mine in space without starting the quest on kash

i lent my mining equipment to a friend and he was shooting the asteroids for ages .. no chunks came off ..
