Look for Elite TIE guards in the area and kill those. Then the shuttle will spawn.

I had the same problem when i regrinded rebel pilot after the Actis-22 quest, and now Ace pilot so itsnot bugged,I assume you're part of Havok Squadron out of Tyrena if so,Ibelieve it is because the shuttle doesnt appear as a "Mission Critical" target, also it doesnt always appear when you arrive at the waypoint, when i arrived it took several minutes to appear. When you reach the wp, just keep targetting all ships in area until you discover the Lambda shuttle, be aware also that the the Lambda is a legitimate target for other NPC ships in region so may have been engaged and or destroyed.

Dropped my Rebel Faction only to do the ETA-2 quest (Jedi Starfighter). Did not master rebel pilot yet though. Was a tier 3 and was flying an advanced X-Wing. Well, I rejoined the same squadron that I was before I dropped faction, and started grinding back up the rebel pilot tree. I'm stuck on the Lok: Inpect the Imperial Shuttle mission. I don't know if the mission is bugged or I bugged it because I already did the mission before I dopped rebel pilot. But, the shuttle doesn't show up at the possible inspection waypoint, even flew around checking targets around the area, no imp shuttle.
