I guess I just don't get the whole reactor line due to low level pieces having equal and sometimes more energy than the highest level reactors.
I have a level 1 reactor that puts out almost 13K gen and my best level 3 reactor is over 14K gen. These are both components that I looted myself.
Most people wind up using a crafted level 5 reactor (Mark III) with about 14.5K power generation. This gives the most power for the mass and can power most ships. (I get tells from peeps in my guild trying to stuff a heavy craftedMark IV reactor into a 100K mass X-Wing... never a fun conversation...)
I really have no idea why the stats of looted reactors get so goofy as you get to the higher levels. You are correct that most of them other than the occaisional good Vortex MK3 or RCT-Z are completely useless. I wind up selling most of them for cash.
First, figure out what your power needs are. Most ships won't need over 13k or so.
Then look for averages of what drops at each level. Best I've ever seen on the low end is my 14.7k level 4, weighs in at 6kish mass un-REd. From level four up they seem pretty similar, with a few big ones at level 7 and 8 - very rare. The next jump would be the 15k+ you find at 9, usually 10 - but you won't need that much power except for some 3 gun ships or your POBs.
Crafted reactors can be very nice. I'm running my intereceptor off a 900 mass 11.5 regen level 1, which I found just browsing. Dunno how much better I could get, but that one was easy enough to come by.
yeah i have RE'd several lvl 2 reactors that put out over 13k energy and hover from 1 - 2k mass. they are the way to go.
I also make lvl 5 reactors RE'd that do 14k energy for about 4k mass if you need a little extra
