Check the exit point for gunboats, go to a few k off the entry point, and wait up to 2 hours. Check the FAQ and the guide to the Vette within for these points. Also, hitting C will target it from about 8k out.

is it the same entry and exit points for all servers?

Yeah, I waited forever at the spawn point too and started getting frustrated. There weren't any gunboats that were spinning around in tight circles like I thought you'd be but there was one 5k or so from the exit point that seemed to be turning. I dropped that gunboat and it spawned on my way back to the entrance point. No idea if it's coincidence or not.
