As far as I've seen, the only shipwright on Eclipse that has had a decent supply of heavy-variant ships lately is Mi'to in the Wild Mall... Which isn't to say that there aren't others out there, but she was the only one I saw with all three heavies in stock in the last couple weeks... Though presently she's down to a couple z-95s.
