If memory serves me right, when you load onto yavin, make a 180 degree turn, run behind the starport building and the last building on the right has the npc you need.

Start at the room where the ticket terminal is, run outside and take a left. Go forward a little bit, and take another left. Go past a building that looks like a big furniture factory and has a guy outside and go until you reach the wall around the compound. Take a left into this building, and follow the corridor to the end, and their's the Field Commander.
