can I go overt in Kessel and if yes, where I can declare?

You have to declare at an imperial station before going to kessel

Any Imperial Station (except Claw of course) in any system will offer you the choice to go Overt. Then you just fly to Claw and head to Kessel.

Best not to declare if you're doing master missions though.

Too true, wouldn't you hate to get up to 25 ships then be jumped by somebody? Better yet, you're waiting for the Vette and are jumped by somebody, lose and while you're out of sector, somebody else blows it up...
