You can not just go to any imperial teir 4 trainer. You have to go to the one you were assigned to go to. to find this out go to your last trainer and talk to him/her.

Acutally i think i can. Once you master a pilot profession you can pull duty missions from whoever you like.

WHen i was privateer, i ground Tier 4 on RSF duty missions when i was in SA. ( i had already mastered rebel pilot at the time)

Pretty sure i can just pick my duty missions as an imp pilot too

The Inquisition tier 4 trainer is in the Emperor's Retreat, very close to where Vader is standing.

For the record. a tier 4 or master pilot can take duty missions from any tier 4 trainer of the same faction.
