Other then Kessel every couple hrs , where do they spawn like they used to?

Deep space has an insane amount of them.
If you are thinking of something outside Deep Space, not sure where a good concentration of them would be. I typically head out there if I'm on a gunboat-killing spree.

Problem is i cant go to deep space im 4004 pilot, i can get em easy just few spawns for grinding on

you can train for what ya want, but i shouldnt have done it cause my system cant handle overload 4's lol

That's my point you CAN NOT do that, closest you could be to that is 4334 since you MUST finish each tier before starting next due to gated mission and xp based system
