At what point can i start landing at the imperial retreat?

I't's a pain in the ass having to get to and from a rebel held monia

I got mine as soon as i completed tier 1, speak to the naboo station.... cool mission btw

ive been told to report there and im doing missions from a guy outside but i cant land there and i was told i could by others

i went to the naboo station and theres only options for landing a the major naboo ports no retreat option
