I havn't used it for a few weeks, but you must be in a safe area (ie not under attack). The first time you hit it a ship will jump in and move toward you, when it gets in posisition you get the message hit the hot key again and it should dock with you and replenish you missiles and countermeasures. I have never had a problem with it. I don't know if this helps, but I never move while all this is happening, just sit and wait.
