I am not in game atm, but the corsec recruiter is in a large guild hall that is just off the little park that the ID tent and shuttle are adjacent to, straight out the Cnet starport door, with a little jog to the right as you pass the public crafting stations.

I looked at every NPC inside of the guild hall (where to corsec captin is) and there wasn't anyone named Sergeant Rhea

If you still haven't found him, speak to Gil Burtin in the Bestine Hotel. He's the privateer recruiter and can supply you witha waypoint to the first CorSec trainer.

You seem to have discovered an error. The correct waypoint is closer to -275 -4730. (note the extra negative) This is exactly where sirvivalist said it would be.

Sergeant Rhea is also marked by name on the overhead map, and a waypoint can also be obtained from the planetary map (Ctrl+V) by looking in the category Trainer>Privateer Pilot Trainer.

Talking to the Freelance Recruiter, Gil Burtin would normally work too, but the waypoints he gives out are currently broken in the manner described in this thread.
