Yes, Ive /inspect while he's at 100% and also while disabled.

Still wont let me dock. The mission is a mandatory one for me to move on in training.

This may sound silly, but make sure you have the quest object ship targeted. More that once I have disabled a ship and cycled my targeting to look for other hostiles. If there is a hostile ship, even say 4,000 meters away, the targeting system will lock on. I see that the closest hostile is far away and return to the quest objective to dock.

The quest objective ship will have the "this is your quest objective" brackets around it making it look targeted but the distant ship wil actually be targeted. When I try to dock I would get the "the ship denies you permission to dock" message but it's the far distant ship not the quest ship that is giving me the message.

Hey Mike I had this same problem a few days ago on one of my tier 4 missions. It would not let me dock at all. I decided to fly off about 600-1000 meters and shoot a non mission target and returned and was able to dock after that. I do not know why this happened but i was almost ready to abort the mission and restart it until I though about shooting something else and comming back.
