I seem to remember being able to fly in formation, with one person moving everyone else... I can't remember why they removed them though.

I do not see how that is very useful, other then maybe flying a patrol mission with a friend. But with a few minutes practice, you can do the same on your own.

It must have had some bugs/issues but don't know what they were.

It would be nice if it worked, the ability to hold formation AHEAD of what you're escorting would be very handy. Even to one side wouldn't be bad, for the clear run to the hostiles.

My guess is that it never worked the way they wanted it to. It was easier (and quicker) to removed it. JTL was released months before it was really ready, so they most likely were cutting out whatever they could to push it out the door.
