Rounding error. When I do calculations for top speed after EO4 + booster they always end up 1 or 2 points less than what I calculated.
As far as I can tell, there are no speed caps on ships at all. My YT1300 moves at 1250 with EO3 and 1541 with EO3 and boost (my Mark V booster was designed for low consuption and high reserve, not top speed). Think I can make the Kessel run in 12 parsecs?

Tonight I am going to put the same engine in my Vaksai and get a speed experimented Mark V booster. I feel the need for speed.

no speed caps on ships. not sure about all imperial ships, but the vaksai, A-wing, and TIE Interceptor/RGI are the only ones with 100% engine top speed. the rest have 95% or lower. I hit 2173 in my A wing, and some guy hit 2222 in a vaksai, and my friend found a gltchy Z95+engine and went over 5k. technically if you add all the numbers my speed should have been about 2176 or so, once again, SWG rounds each step down no matter what. so your ships' % of engine rounds down, overload rounds down, booster round's down, ect ect.
to sum up, no caps on speed, in fact engines/boosters are only capped by the reasorces used in making them. (highest crafted being 119.3 engine and 50.4 booster)

I was very pleasantly surprised to see a Top Speed of 1783 using EO4 and Booster in my Vaksai the first time I took it out. I have yet to really configure the ship in an ideal way but was wondering what role Mass USED has if any in the resulting top speed? Will a bare bones Vaksai go faster than a fully loaded Vaksai if you are using the same engine and booster in both cases?And yes I understand that top speed is not necessarily the goal at cost of PYR andDamage dealing capability in the final config of a ship. I was just curious if maxing out speed is strictly a factor of the engine and booster used in a given chassis or if other factors also effect speed. I may try loading some different combinations of caps, armor, shields and guns to see but was curious since I don't recall reading that mass played a role in the final speed. Maybe I have just not been reading in the right places .
