Your access station is in Dathomir. Just pull up the map with N and you should see it listed.

you can also declare overt at any of the factional bases and then go to the factional acces point i.e. Imperial Claw station in endor for Imps (not sure where the rebel point is)

The Rebel point is in Dant ... and if you are planning on going overt then to Kessel, run the station mission for repairs beforehand.

Also, the closest hyper point is either Dathomir's Vitalityor Emperor's Hand for privateers(given the way they switch, who can tell?)

Unless I haven't figured it out yet, a neutral pilot who is also neutral on the ground cannot declare in space.

Good to know that there is a way in for netruals though. Been killing myself trying to figure that out, and haven't hit the search jackpot yet!

Locate the Space Station in Dathomir, near Emperor's Hand hyperspace. Go talk to them.
