I just saw a gambler in Kessel, free-floating, at -3126 19 2813 ... I suppose somebody cheated the wrong person.

No, evidently there's a glitch where certain avatars can be floating in space in certain areas (I've seen it most often in DS and Kessel).
This isn't a punitive action, either - I've actually TALKED with one of the "floaters" on one occasion. He said he was in Eisley and had just started the game, but I've also seen people floating whom I know to be established already, so it's obviously not a "newbie" thing.
