kessel. I got all the XP i needed in no time there

Also Lok space near Nym's Hovel hyperpoint, there is a space station with 2 donut shapes at each end. Near there is a constant spawn of Corsair Man of Wars that spawn 3 at a time and give 1600 easy xp each and drop decent loot too.

the evil raider tyrants are a near instant spawn so as fast as you kill them the come back. and also same ship skin(kimo) and also tier 3. I find it a helluva lot faster than kessel if your fast and have decent equipment. I do 400-500k an hour (not incl master mod's) there

Go to Dath's "witchblood clan" POI and patrol in that area and keep tabbing until you find targets. Usually a good spawn of tier3/4/5 pop up on a regular basis.

I was doing well there. However, as a tier 2, I found they respawned TOO quickly for me to stay in there for too long. If you've got a friend, have him disable tier 5s for you!

kessle is by far the best place if its not bussy there. also the rori station mission is good XP and cash and FP if your an IMP.
