If I choose to be a Rebel orImp Pilot, do I need to be overt (or active or whatever it is called now) on Planets to go that route ordo I have to stick with Freelance Pilot?

You don't have to be overt to launch in a Rebel or Imperial fighter. PvP in space is done by hailing factional starbases and declaring there. Your factional status on the ground has no bearing on your factional status aloft.

That being said, if you go Freelancer - Imperials should go RSF, Rebels Smuggler's Alliance, and either can go Corsec.

Does that mean if I'm a Rebel on planets I can be Imp in space?

No - if you're a Rebel/Imperial on the ground, you're a Rebel/Imperial when in orbit.
