Engines count for turn rate, Not your ships PYR. The ship PYR stats controll direction change, ie, how fast I can go from left to right in a snap change.
Tested this with a Reward level 6 in my Jedi and a Reward level 8 in my a-wing. Testing both ships at best turning speeds my A-Wing hit the vMax and did the auto slow down flying backwards. My Jedi Fighter is quicker in the snap but cannot match my A-Wings turn rate.
Level 6 PYR around 68 each
Level 8 PYR around 78 each

my JSF will hit the angle of attack limiter (the auto slow down your talking about) all the way from about 1/3 throttle to full booster at 1795 speed.
the awing can match its turn rate, but not at slower speeds. try turning at half throttle in an awing. this is a huge advantage for a JSF. when im fighting an enemy, and they are about to pass me head on in a circle fight, i can go half throttle, and while my turn rate is the same, my turn radius becomes far smaller, and i end up right on thier tail everytime. i can keep varying my throttle like this during a fight to keep them in my crosshairs while staying out of theris.

I keep close to max speed at all times in my A-Wing so far I haven't had the need to close down. I fly it the same way as my FW-190 in a wwII flight sim, BnZ all the way.

Well that still doesn't tell me why my A-Wing is turning the same as my jedi fighter with the same engines.
