multiply your average damage by your vs rating to see your actual damage. Increasing either, or lowering your refire rate, will increase the damage per second, so it doesnt much matter what you go for in general terms. In specific cases, you get your best returns from low refire weapons (PvP). In a PvE loadout, its best to work for both high dmg and high vs ratings, by using reverse engineered guns. No need to choose which in that case, it just ends up being better all around.
