From all I've read it sounds like from the tier 3 missions and up, exp doesn't really matter. As long as you finish the missions you get the skill boxes. Is this correct?

Only for Tier 3 missions. Tier 4 does cost experience.

4mil Xp to be exact (unless you've mastered once, then it's 2mil. mastered twice? 1.3mil. etc)
