You need an Unprogrammed Droid Command Module, one for each non-Alliance program you want. And you need the cooperation of someone who natively has the program via their pilot affiliation. To use your specific example, you'd have to consort and conspire with an Imp to get Weapon Overload 3

you need another to put inside a different droid, you dont need to get one every time you use it in space though... if that makes sense..

First off, A-wings and B-wings don't use droids, they useflight computers, meaning that any chips that you have installed in your droid will not be usable in those ships. Plus you will have to buy a flight computer drom a Droid Engineer to use in your A-wing (The v-number tells what level of astromech rating it has; ie v1 = level 1 astromech, v6 = level 6 astromech), if you want to use your programs. You will be able to program your computer with the programs you know (for Rebels they are mostly shield manipulation programs) and to get the other programs like the Weapon Overload program you will have to find somebody selling programmed Droid Command Chips, or buy an unprogrammed chip and have an Imperial Pilot program it for you (Imperial pilots know the programs for Weapons). Once you install the chip into the computer (or droid for that matter) it cannot be removed without destroying the chip. DEs also make the Unprogrammed Droid Command Chips so you can easily buy one, or a crate from them.

I apologize if some of this stuff seems kind of bone head, but there has been a lot of confusion about droids and computers and how they interact with ships. And it doesn't help the situation much that things changed a week or two ago and the processes are different from what they were in JTL Beta. I know a lot of people have a lot of questions about this, and sometimes it is hard to know whether you should post in the Pilot forum or the Droid Engineer forum. Anyway I hoped this helped, and if you are still confused about any of it please don't hesitate to ask. As a DE I constantly get bombarded with these kinds of questions so you are not the only one confused.
