Yes.

For example, you're a master Rebel pilot. You might want to load up an X-wing, a Y-wing, and a Z-95 for your return grind. So you dump in upper-level parts (lvl 7 and 8 for the X-wing and Y-wing, lvl 5 and lower for the Z-95) and load up your level 6 R2. When you drop master and pilot and grab novice Rebel pilot again, you'll be able to use your Z-95. As long as you don't manipulate the equipment in your fighter and accidently lose the R2, you can use your astromech commands and equipment, even though you're not certed for it.

In this instance, you can even unload the parts out of the Z-95 at novice, but you won't be able to reload them. Until you are certed for the Y-wing and X-wing, too, you won't be able to manipulate the equipment in them.
