I have been told in the past that having the Energy per shot and Refire rate high is better.
But in some post's in here I thought I saw someone say that a lower refire rate is better. What is the real story?

Small refire rate is better same as small energy requirements and capacitor drain.
For space loot there is two type of weapons though when looking at the levels. Fast and with relatively low damage (uneven number level) and slow but with relatively high damage (even number level). This is achieved mostly through the efficiency/speed quotient which usually balances out.
Some good RE'ing can improve weapon loot though but the tendency above remains

For missles, I believe the refire rate determines how long it takes to get a lock, so lower is better.
For other weapons, I try to match up my refire rates so I fire all weapons pretty much at the same time. Lower gets shots out quicker, but we're talking 10th of a second here, so I can live with a high refire rate if it's a dandy of a weapon.
