I looted a notification at space, which got info about spice smuggling at space. Is this a quest at space?If it is whom shall i talk to at ground?

It's flavor fiction. You can use it as decoration, keep it as an oddity, or go ahead and trash it. There are several different types that can be aquired from vairous NPCs flying around the galaxy.
