If they do, they'd be under NDA and couldn't tell you anyway
wait until May5 or the open beta if there is one

Im guessing one of two things, possibly both.
The description given by sony is its delved out by the Emperior himself.
On TC-4, krayyysh is on the hypermap ( although you cant hyper there), and one of the sectors there is named "Imperial Overseers Base", further descrption on that sector said something about Imperial Ace Patrols and Crimson Guard patrols.
But at anyrate, it's most probably a quest. I'm hoping its an upgrade kit (kind of like the self powered harvester kit) so you can make a Top quality T/I chassis and then use the upgrade on it.... thats my hope. heh.

i know the req is master pilot and you need to use massive amounts of resources to build them. i dont know if they are normal just add in's for SW's though or if they are special.

The heavy novice fighters and the non-factional ships are all tier 4, I think (master shipwright to craft the heavy novices), but I haven't seen anything relating to the heavy X-Wing or either of the advanced TIEs in either cert trees on the TCs. I don't see a crafting cert for the non-faction ships, either.
Presumably we'll be able to figure this out in the RotW beta, but what with the NDAs, I recommend signing up for it ASAP if you want to help test any of the new stuff out.

Yup, be doing that as soon as I get home
Since I am an avid pilot and have a SW, I am really interested to see this stuff.
Since the CU is in a state where I personally loathe it, and will probably drop everything on the ground game with the exception of a few storage buildings and a factory or two...it is doubly important.

I'm also dropping all my current skills when CU comes around (TKM/Doc since launch.. bu-bye!)
On the other hand I will be spending most of my time in space except for unloading mining resources or rearming torpedos.
As far as the Royal Guard TIE Intercepter.. bigtime NDA buddy. Sorry about that.

My guess on the RG T/I.
ok .. my bet..
Im betting its a master level ship, is a quest reward schematic, is 65K mass, has 2 weapon hardpoints .. etc etc.. much like the current T/A. Im also thinking its handling will be on the order of a 0.5 to 1.0 increase over current T/I and T/A specfications.

Pretty sure you're right on that count. The heavy novice ships all require asteroid stuff, and I'd be kinda surprised if all the other new ships didn't as well.
