I finished unlocking all my tier 1 blocks from Lt. Akal Colzet and he finally told me that he was no longer my commanding officer and that my new officer was some guy named Jhon Oberhaur. The only problem is that he didn't tell me where to find that guy. Anybody know what I should do next? Also, Colzet gave me a thing called Authorization of Transfer and I had to sign my name on it, but he never took it back up from me. Is that part of my problem? Am I supposed to deliver that thing to somebody else? Please help.

Yes, the next trainer he sent you to. He's in the Capitol Building; walk in the front, turn right, it's the room on the front side of the building.
