looked in the top links and found nothing on this so here is my question:
On loot parts like say sheilds if the sheilds front and back say 0.0/ xxxx.x what does the 0.0 mean, that it needs to be fixed or what?? Thanks guys.

All this means is that they haven't charged up yet. Where it says Front (or back) Shield Hitpoints xxxx/yyyy, the xxxx bit means how much energy it currently has, and the yyyy bit is the maximum energy it can store.
So if it's at 0.0/1758.5, it means that it currently has no energy, but can store 1758.5 energy when it's fully charged.
Almost forgot to mention, this can happen with boosters and capacitors, too.
So if it's at 0.0/1758.5, it means that it currently has no energy, but can store 1758.5 energy when it's fully charged.
Almost forgot to mention, this can happen with boosters and capacitors, too.

hehe, the only stupid question is the one that isn't asked.
All you need to do is load it in to a ship, launch then sit and wait till it recharges like normal.
