I'm a 2/1/1/1 Imp pilot.

I am unable to train. I'm sure there is a mission to do to get the next level but, I'm not sure I'm taking the missions from the right NPC. My first pilot trainer told me to talk to the trainer in the bestien capitol but he keeps giving me duty missions and won't train me. am I missing something?

if you don't have enought xp for the next box, then you need xp before you train for Tier 2 (but no XP in Tier3)

if you do have enought xp then converse twice (the first time will be offered duty, say "not now" or whatever the re-converse)
