If your a ground rebel you'll get sent to the rebel station. I believe in fact you can (currently) gain both the heavy X( won't have cert if your neutral) and Vaksai ships by doing the final mission twice. Once from the rebel and once from the neutral ( main ) station.

I haven't heard of this ship.

There are plenty of threads talking about the Vaksai, there is a sticky up top with stats, and a quick search would give you one with a pic im sure. It's a modified Type1 Khiraxk with different wings, and MUCH more mass.

can rebels do this quest too ?

The quest is based on a mix being a Privateer pilot as well as ground faction (its kinda kooky). If you're a rebel pilot, you won't have the cert for the base ship that the Vaksai is a "heavy" version of. Basically, if the location that the "heavy ship" quest is offered from doesnt give you a "I want a challenge" option, then you won't be able to get the mission. That's assuming you've done the CPG missions to the point where the Ship Challenges are offered.

Not being a Rebel I don't know. But I thought the Quest starts at the same place as the Heavy X, it's just the reward is different depending on the faction. Might be wrong though.

No the 3 heavy ship missions are offered in 3 different places in Kashyyyk. You have to do the same batch of starter mission to unlock the advanced space stuff in Kashyyyk, but after that, missions split off.
