For those of use grinding pilot, well i wouldnt call space battle a grind its more fun than killing BOLS.

What is the best npc to destroy for xp at each tier and where is the best place to go to find those NPC's.

I like the tier 4 chiss poachers near the rodian outpost around Kash. They don't agro, drop nice loot and have a static spawn of 4 which respawn quickly. You can grind on these guys at almost any level, though if youdont kill them fast enoughthey will fly away and circle around a comet which is kind of a pain.
