Nope, he's for real. Them's first generation looted DIs. Back in the day, they had all the stats reversed, so L10 DI loots would have speeds in the 30s, and L1s would have speeds down as low as 9.5 that I've heard people bragging about. Pre-nerf DI's in the mid teens were common as hell, my guild still has 15 of them in storage.

In this thread someone claims to have looted 5 DIs in the last month that have a speed of 10.0 and weigh just over a 1k.

Exactly. I have no problem beleiving the DIs exist. I just don't beleive anyone looted 5 in the last month.

I dunno he might be right, I looted some funky ones the other day. Nothing with speed and mass like hes talking about. But they were defintly abnormal. Like a lvl 3 DI with 18 speed, re and cert lvl. I looted 2 wierd ones. But I havent looted any since then and it was the day after a patch.
