Drain under 1800, mass of 25.5k or lower, effs of .663 or better to hit .700 after eventual rounding phenomena, refire of preferably .390-.394 pre-RE to hit .370 post-RE after rounding (anything lower is very rare as opposed to the 'overly uncommon' looting of .390-.394 pre-RE refire L8 weapon.
Even getting down to .380 refire isn't going to help much:
.370 = two shots every second (1.11 for three), 1.48 seconds for four.
.360 = STILL two shots every second (1.08 for three), 1.44 seconds for four.
The lesson is that for a .10 change, you're not seeing a lot of benefit over the long run for the time it takes to GET such a rare refire, and if the post-RE refire isn't under .365, you're going to end up with a .370 result anyway.
It's only when you get down to a .330 or lower that you start seeing some real benefit refire-wise (as .330 is the gate to three shots per second - .340 is damned close at 1.02 for three, though), and as far as I've seen, a .330/.340 or lower L8 just isn't feasible/possible.
