If it is the guy at the Emperor's Retreat is he outside by the white Lamda ship. I am sure I spelt the ship's name wrong. He is out side in a robe with a white ? above his head.

It does seem that the original poster has answered the question for him/herself, but the Inquisitor in question is inside the retreat, in the same room as Loam Redge. Go in the door, down the hall, first door on your left as you get into the big room.
