I have both ships. Im a freelancer and rebel too.
Not sure if i can fly it, still in deed form, can anyone confirm that?
With so deed and redeed problems i choose not to risk.

as long as your a 4xxx pilot of the right faction you can use the ship, you dont have to have compleated the mission to get the deed. this is confirmed(i use the heavy x, and have flown the vakisi and have compleated neither mission)

always do 2 if freelance and you lose access to tier 5 duties as well(big whoop)

On one character, Aerik, I have completed both the Vaksai and the RGI missions and received both deeds. He is an RSF pilot and Imperial on the ground. I hadn't tried to generate the RGI from the deed though, might be fun to do.

im not so much interested in flying it per se more can i myself infact get both deeds from the quests. Ie do BOTH quests? the reason why i ask is im currently privateer and considering going rebel again. i dont want to get the vaksai and then find i dont like it and cant get the heavy x wing if i want to(if i switch to reb). if you see what i mean.

I was never a rebel in space and i have the Heavy X-Wing from the quest.
So you can have both as freelancer in case you are with the Smuggler Alliance (SA).
Not sure if you are Corsec and probably not if you are RSF.

as far as I know any freelance can do both adv X and vaksai OR RGI and vaksai

and I know Smuggler's alliance can do both and corsec can do both for adv X and vaksai I've done it

I have the vaksai and the heavy X, I'm freelance in space and rebel on the ground.

Do the quest for the vaksai at kashyyk station 1st and then head over to the rebel outpost for the heavy-X quest.
