I usually don't touch level 9s for REing purposes, but found me a blue laser and gettin itchy to do something about it.

I'd definately wait for a lower mass one. I've RE'd several level 9 guns to 33k mass. You could also do a little better on the vs. stats... not much, but a little. The hardest part with a level 9 RE is making it better than a level 8 reward gun RE.
