What is consitered to be a good speed on these?
i have a few 10.2's and a 10.1

Under 10 is good. I have a 9.2 (9.4 maybe? been a while since I looked) un-RE'd.

I used a 9.6 to RE and now its 9.1 with 20k mass. Good enough for me.

I've got one that's RE'd down to 9.0. To be honest though, I wouldn't use it anyplace but a POB ship. Even the best capacitor is going to take a lot more than 9 seconds to fully recharge, meaning that you're not really wasting any cap to shield shunt energy by waiting a few seconds longer. And the 20k mass you have to give up for a DI that large could be spent on a lot more usefull stuff, like a bigger shield, more armor, or a larger cap that will make your cap to shields shunts that much more effective.

Exactly i have my lvl 10's in my VT-49 im just looking for what speed i need to get while i loot farm. Although even with the 10.x i still have to wait abit longer to allow my Cap to recharge to a decent energy level.

9.5-9.6 is considered extremely good. The 10.x are typically what you'll use to drop the mass/RED on it, since they usually have better stats there.
And I've got a 9.1 in my VT. Sure, my shields can't recharge that fast, but having the droid free to use a different program is definately a nice bonus. Say, hit shunt, doesn't quite refil your shields, have someone bearing down at your front, hit emergency shields front.
