and a wave of two Tier 5's came in. I locked on to the first one and started firing (Krayt Gunship, level 9,8,7 RE Weapons). Man, this NPC is good! He was juking around, and really hard to hit. I must have chased him for 2 or 3 minutes. I started to wonder:
1.) Is there some new smarter AI at work here?
2.) Did they shrink the hit box on NPC's
3.) Am I drunk?
4.) Do I suddenly suck?
As I pondered all these options, I happened to look at my network status window, and the ping was 1056 ms. Ouch. No wonder I couldn't hit a damn thing. The ping stayed from 600 ms to 1100 ms up from the usual 90 or so. Guess it's time to go to bed...

Welcome to the Bumble Bee issues. I had the same thing happen one time when I had my monitor off, so I didn't glance right up to check ping. But, all of the sudden, I couldn't hit this B-Wing that I was glued to the engines of. Then he'd jump behind me and fire a missle up my engine. Then he was off to the right of me running away. Then he was to the left coming right at me. That little fight really made me log quick. Was getting freaked out there for a few minutes.

Yeah with high pings and bad packetloss the NPCs start jumping like electrons.
It could also be that you where by the edge of the space cube (your sublight engines blablabla return to the core of the sytem) which means the NPCs starts sliding against the edge of the box, making impossible flightmoves and therefor are quite hard to hit.
