I mean, could I just take my ship's cannons to a shipwright and tell him to reverse engineer them, so then he does it and their stats improve? Or is it different?

Im no expert.
But here is an example.
An item says RE level 10. This means, you need 10 RE level 10 items. When you have them all, it takes the best mods from all 10 parts and makes them into one super part, and then adds a bonus.

Lets say you got this pretty good lvl 4 shield you looted, high shield hitpoints and high mass. Then you find a crapy lvl 4 shield with low hitpoints and low mass. You take these to a shipwrite and he re's 'em ya get the best of both, high hitpoints and low mass. The thing is for lvl 4 equipment re'n you will need 4 shields.....lvl 5, 5 shields...ect. Re'n takes the best of all stats and puts it in one finished product. It allso add a positive % to said stats, forgot what its but it is better.
