Do you have to bea rebel to use it or can I do it with my rebel toon then give it to my main to use?

You have to be Reb Combatant to start the quest. Once you finish the quest, you can go imp and still fly it.

You start the quest by talking to the Queen in the Theed Palace, while being a Rebel Combatant.
