You will on average (which means not always but most of the time) get much higher level loot in kessel, but for most people looking for a good quantity of fair quality and high level parts, I'd recommend taking a tier 4 duty mission. But then again, if you're looking for that last part for your engine to reverse engineer, and it has to be a great part, then I'd have to agree that kessel might be the better choice.
I do like how on tier 4 duty missions the enemies practically spawn in my gun sights
Curious if theres any reliable heavy spawns or duty missions a npc gives out once your 4444 rebel pilot that spawns tier4 tie fighters and the such? as faction is a nice bonus to get whilst i cant get it on the ground without vis 
found a nice tier 3 one out of the rori space station, but mostly looking for lvl 8 looted parts for REing atm, and that mostly gives lvl 5-7.

thanks for the advice, i just looted one of those helmets today
