so I could move up to the next level tie... where do I get one? Players? Npc?

Almost all ships are crafted by Shipwrights. You might head to the Bazaar and do a search of player vendors. That's probably the fastest way to track down a ship blueprint. Once you have the blueprint, take it to an NPC Chassis Dealer at a Starport and pay to have it turned into a deed, which can then be generated into a ship.
