Only RSF get BS duty missions, and I believe they're at Tier 4.

RSF and Havok for the Rebels.

Actually I believe you can pull duty missions from any neutral trainer. You may have to master first but I believe there is a corsec trainer in the Dant mining oupost cantina that will give them. I've done it tho it has been a while.

The CorSec tier-4 trainer in the Dant cantina gives an escort duty that has Black Sun spawns. The RSF tier-4 trainer in the palace in Theed gives Black Sun destroy missions. If you are 3333, you should be able to get either duty mission since you're working on the xp for your first tier-4 skill box.
