I must be doing something wrong. I land on Lok and have yet to see a Fuel tech...
help heh

Go into Nym's stronghold, all the way to the end farthest away from the starship terminal. You'll see a couple of Fuel Techs along the way, but ignore them. On the other side of the outpost, there's a bulding with Nym in it.The fuel tech you are looking for is on the far right in that building.
