What do u do to get a badge for lets say the smugglers alliance

Drop your current pilot skills, sign up as a Smuggler, and grind away.

And just for clarification purposes, the NPC to talk to regarding dropping from a squadron is in the Bestine Hotel.

It depends on your faction. Neutrals are in the Bestine Hotel, Rebels and Imperials have coordinators on other worlds.

Well, the Imperial officer is a few steps from the Hotel, ALSO in Bestine, in front of the Capitol building.
