Is there a chart of what an average ship and it's componets should have for each tier?
For example at tier one... reactor should produce at least 12000 capacitor should hold at least 700 etc... I'm getting by but I'm not sure if what I have is complete bantha dung or if I got some good stuff.

Not sure if there's a chart, but I'd love to see one. 
Easiest thing to do is just hold on to everything you loot. Then when you land, manage your ship. Go through every component, and compare what's loaded against everything in your inventory. The ship management screen has that nice side-by-side display of what's loaded and what's currently selected, so it's easy to compare. If you see something you looted is better, swap it in. 
Also, when shopping.. You can still view your ship components through your Datapad, so you can open that up while you browse through ship components that are for sale.

That's how I've been doing it, but even then, if there was a general "Level" then I know if I'm buying a quality part or a part made form junk resources. for example, if I know that I should have a reactor that outputs at 12k, and currently I have one that does 13k, then I know that I have a better than average and chances are I wont be able to buy a better one till the next level, but I might be able to loot one.
it also helps me to know what I should hold onto for a guildie or a friend after I'm done with it.
Just a thought...
I'll try and write out what I have and post it for tier 1 and yawl can say what you think of the specs. that can be used as a base.

The closest thing I have seen to this is the space item list in the back of the JTL guide. But really that book is outdated and worthless.

Go over to the shipwright board, there's a stickie there somewhere with some guides for crafted components...
You can use that as a base to judge the looted components. Also, don't forget to make friends with a shipwright. Especialy when you get to tier 5 and better components, having a shipwright RE the right set of components into one really nice component can make a big difference.
