i'm neutral and he tries to do a backround check on me and then he won't let me join..what am i doing wrong?

Look at your CorSec Faction in your Character Sheet -- ctrl-C. If it is negative, they won't let you join (makes some sense). Go pick on some of the outlaws on Corellia, or on the Rogue CorSec to bring your CorSec Faction back up.
