The guy you talk to after the guy in the PA Hall is in the capitol in bestine. Go in the capitol building and go to the right. he will be in the room at teh front of the acpitol buildingi believe. Your ctrl J quest log should tell you who to talk to.

alright i am 1111 in there and i just finished all my mishes from the Lt. in Bestin on tat but he doesnt tell me where to go can someone plz help me!
