They should do that for NPC Y-wings, first, heh. Those turrets have NEVER worked in my experience.
That idea makes me think of the Tier 4 exit mission with the Gunboat that goes after players instead of flying a course. Except faster. And more maneuverable.
As for the original post topic: I'm ok with POB ships forcing crew tactics, while you can find (if you look) several posts pointing out the positive features of both the Y-Wing standard and Longprobe as player flown spacecraft.

Of course the Ywing absolutely should fire 360. The lack of an even remotely tough (Awing isn't tough, just annoying) Rebel NPC is a joke. Once the techniques are mastered, an Aggie is no harder than any other TIE, but at least it keeps you on your toes. The same would be true for a turreted Ywing. I am 100% behind making things more challenging and even handed.
I think that if turret AI got scaled properly based on tier (less accurate and lower rate of fire at lower tiers), then on the whole the game would improve. Make lower tier NPC turrets weaker, but more prevalent, and let pilots hone their skill progressively. As the missions are designed now, the Aggies tend to appear as a nasty "gotcha" in the final tier, which is part of why they frustrate people.
